The Office of the Director of Public Prosecutions (ODPP) has reaffirmed its commitment to strengthening whistleblower protection frameworks as part of broader efforts to enhance transparency and accountability in the justice system.

 

Senior Deputy Director of Public Prosecutions, Hassan Abdi, represented the Director of Public Prosecutions, Renson Ingonga CBS, OGW, at a multi-stakeholder sensitization and dialogue forum on whistleblower protection reforms convened by Transparency International.

 

The session brought together key stakeholders from the criminal justice sector, civil society, and governance institutions to deliberate on the proposed Whistleblower Protection Bill, 2025.

 

Discussions centered on the Bill’s current status, its key provisions, existing gaps, and the critical steps required to fast-track its enactment and effective implementation.

 

Participants emphasized the urgent need for a robust legal framework to safeguard individuals who expose corruption, fraud, and other forms of wrongdoing.

They noted that without adequate protection mechanisms, potential whistleblowers often face intimidation, retaliation, and legal risks, undermining efforts to combat crime and promote accountability. Speaking at the forum, Abdi underscored the importance of inter-agency collaboration in strengthening whistleblower protection systems.

 

He highlighted the role of the ODPP in ensuring that disclosures made by whistleblowers are supported by credible investigations and followed through with effective prosecutions.

 

The dialogue also explored best practices from other jurisdictions and the need to align the proposed law with international standards to enhance its effectiveness.

 

Stakeholders called for increased public awareness, institutional capacity building, and the establishment of secure reporting mechanisms to encourage whistleblowing.

The forum is a significant step towards advancing legislative reforms aimed at protecting whistleblowers, with stakeholders expressing optimism that the proposed law will bolster the fight against corruption and reinforce public confidence in Kenya’s justice system.
